SEX OFFENDER INFORMATION BULLETIN

The Fond du Lac Police Department is releasing the following information pursuant to Wisconsin State Statute 301.45 and 301.46 (Act 440), which authorizes law enforcement agencies to inform the public of a sex offenders release when, in the discretion of the agency, the release of information will enhance public safety and protection.

 

The individual who appears on this notification has been convicted of a sex offense that requires registration with the local law enforcement agencies.  Their previous criminal history places them in a classification level which reflects the potential to re-offend.

 

This sex offender has served the sentence imposed on him by the courts and has advised officials that he/she will be living in the location listed.  THIS PERSON IS NOT WANTED BY THE POLICE AT THIS TIME. THIS NOTIFICATION IS NOT INTENDED TO INCREASE FEAR; RATHER, IT IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC.

 

Sex offenders have always lived in our communities but it was not until passage of Act 440 (which mandates sex offender registration) that law enforcement even knew where they were living.  In many cases, law enforcement is now able to share that information with you.  Citizen abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated.  Further, such abuse could potentially end law enforcement’s ability to do community notification.  We believe the only person who wins if community notification ends it the sex offender, since sex offenders derive their power through secrecy.

Phillip J. Roth is being released from prison after serving eighteen years in prison for 1st Degree Sexual Assault of a Child and 2nd Degree Sexual Assault of a Child.   

 

Roth has a history of sexually assaulting a nine year old boy and a fourteen year old girl.

 

Special conditions of Phillip J. Roth’s supervised release:

 

1)   No Taverns/Bars/Liquor Stores or to Consume Alcohol or Drugs.

2)   No Contact with the Victims

3)   No Unsupervised Contact with Minors

4)   Comply with all rules of high risk sex offender supervision; cooperate with electronic monitoring.

5)   Face to face contact with law enforcement as required, lifetime registration with Wisconsin Sex Offender Registration Program.

 

Phillip J. Roth will be residing on S. Hickory St, in the West Central area of the City of Fond du Lac when he is released from incarceration on May 4, 2004.

As of the date of this bulletin, there are 15,929 sex offenders who have registered as required and are living in the State of Wisconsin.  Fond du Lac County shows 154 registered sex offenders.
