Sex Offender Release into the Community

The Fond du Lac Police Department is releasing the following information pursuant to Wisconsin State Statute 301.45 and 301.46 (Act 440), which authorizes law enforcement agencies to inform the public of a sex offenders release when, in the discretion of the agency, the release of information will enhance public safety and protection.

 

The individual who appears on this notification has been convicted of a sex offense that requires registration with the local law enforcement agencies.  Further, their previous criminal history places them in a classification level which reflects the potential to re-offend.

 

This sex offender has served the sentence imposed on him by the courts and has advised officials that he/she will be living in the location below.  THIS PERSON IS NOT WANTED BY THE POLICE AT THIS TIME. THIS NOTIFICATION IS NOT INTENDED TO INCREASE FEAR; RATHER, IT IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC.

 

Sex offenders have always lived in our communities but it was not until passage of Act 440 (which mandates sex offender registration) that law enforcement even knew where they were living.  In many cases, law enforcement is now able to share that information with the public.  Abuse of this information by anyone to threaten, intimidate, or harass registered sex offenders will not be tolerated.  Such abuse could potentially end law enforcement’s ability to do community notifications.  We believe the only person who wins if community notification ends is the sex offender.

James A. Strook is being re-released from prison.  Strook was originally released from prison in January of 2003 after serving ten years for 1st Degree Sexual Assault of a child.  Strook violated terms of his parole and was sent back to prison in April of 2003.  Strook has now completed his prison term and was placed back into the Fond du Lac Community on January 18, 2005.

 

Strook has a history of sexually assaulting young boys, ages 7 to 9 years old.

 

Special conditions of James A Strook supervised release:

 

1)   No contact with victims, no unsupervised contact with minors, no presence in taverns, bars, or liquor stores, and no use of alcohol or illegal drugs.

2)   Comply with all rules of high risk sex offender supervision, and cooperate with electronic monitoring.

3)   Face to face contact with law enforcement as required, lifetime registration with Wisconsin Sex Offender Registration Program.

 

James A. Strook was originally released to a home in the northwest section of the City of Fond du Lac on North Butler St.  On February 3, 2005 Strook moved to a new residence at 151 Forest Avenue, Apt. #6, near South Brooke Street.  His mandatory release date from incarceration was January 18, 2005.

As of the date of this bulletin, there are 16,745 sex offenders who have registered as required and are living in the State of Wisconsin.  Fond du Lac County shows 173 registered sex offenders.
